The court essentially said: hold on, you haven’t figured out the basic logistics here. With the existing campus already struggling with traffic and access issues, adding a new structure without solving these problems first would make things worse, not better.

Why the court stepped in

PGI is one of India’s top medical institutes, and it’s already packed with patients, staff, and visitors every single day. The current campus layout near Sector 12 in Chandigarh is already chaotic during peak hours. Patients struggle to find parking, ambulances get stuck in traffic, and staff commuting becomes a nightmare.

When the authorities proposed building a new facility on an additional site, the court realized nobody had actually worked out how people would enter, exit, or move through the area. It’s not just about having more building space—it’s about whether the infrastructure around it can actually handle the flow of humanity.

The judges weren’t being difficult. They were basically asking the administrators: have you thought this through? Because right now, it looks like you’re planning to add more patients and staff without adding more ways for them to get in and out.

What happens next

The court has asked PGI authorities to go back to the drawing board. They need to come up with a proper traffic management plan, figure out parking solutions, and think about how emergency vehicles will move around. It’s essentially a reality check before construction crews show up with their equipment.

This kind of intervention is actually pretty common now. Courts across India are increasingly stepping in on infrastructure projects because they’ve seen too many buildings come up without basic amenities—creating congestion, pollution, and safety issues. The judges are saying: plan properly, or don’t build.

For PGI, this means more meetings, more planning documents, and probably some delays. But it could also mean a better-designed facility that actually works when it opens. For patients and staff who navigate that crowded campus daily, this court order might eventually mean better access, clearer pathways, and less chaos.
