Chandigarh Allows Liquor Sales at Petrol Pumps and Malls

Can you now walk into a petrol pump and buy alcohol along with your fuel? Yes, you can — at least in Chandigarh. The Union Territory has quietly rolled out a new liquor retail policy that’s turning traditional shopping habits on their head.

The Chandigarh administration has green-lighted the sale of alcohol at petrol pumps, shopping malls, and select commercial establishments. This marks a significant shift from the old licensing framework that kept liquor shops confined to dedicated retail spaces in residential and commercial areas.

What’s Changed in Chandigarh’s Liquor Policy

Under the new guidelines, petrol pump operators and mall management can now apply for liquor vending licenses without the usual restrictions. The move aims to modernise retail distribution and generate additional revenue for the territory.

Previously, liquor retail in Chandigarh was strictly segregated. You couldn’t find alcohol and groceries in the same aisle, and petrol pumps were definitely off-limits. The administration believes this compartmentalisation was outdated.

The policy allows both IMFL (Indian Made Foreign Liquor) and beer to be sold from these new locations. Wine sales are also permitted under certain conditions. However, spirits and country liquor continue to operate under existing restrictions.

Who Benefits and What it Means for Consumers

For commuters and mall-goers, the convenience is obvious. Grab your fuel and pick up a bottle of whiskey without extra stops. For businesses, it’s a revenue opportunity — petrol pumps can now diversify income streams.

But there’s a catch. These new vendors must still comply with existing regulations around operating hours, age verification, and responsible selling practices. The administration isn’t throwing open the doors completely — there are still safeguards in place.

Chandigarh’s move reflects a broader trend across Indian cities where authorities are rethinking outdated retail regulations. States like Goa and parts of Karnataka have experimented with similar models, recognising that modern consumption patterns don’t fit old frameworks.

The policy also requires applicants to maintain proper documentation, display warning labels, and follow all statutory guidelines. Violations could result in license cancellation and penalties.

Neighbouring Punjab and Haryana governments are likely watching Chandigarh’s experiment closely. If it succeeds without creating law-and-order issues, other states may consider similar reforms.

The real test will be how effectively the administration enforces these rules on the ground. Implementation matters more than policy on paper — especially when it comes to age verification at unmanned petrol pumps.

Chandigarh residents should expect this new system to be fully operational within the next few months, pending final clearances and the processing of applications from interested retailers.
