Centre Halts Haryana’s Chandigarh Vidhan Sabha Plan

Imagine planning a major construction project for years, only to have the central government hit the pause button at the last moment. That’s exactly what’s happened to Haryana’s ambitious plan to build a new legislative assembly building in Chandigarh.

The Ministry of Home Affairs has rejected Haryana’s proposal to construct a separate Vidhan Sabha in the union territory. This decision effectively blocks the state’s long-standing plan to have its own dedicated assembly complex in Chandigarh, where it currently shares legislative space with Punjab.

Why This Matters for Haryana

Haryana had been pushing hard for this new building as a symbol of administrative independence and to ease the logistical headaches of sharing space with Punjab. The state argued that having its own purpose-built assembly would improve governance and reduce friction between the two states.

The MHA’s decision essentially means Haryana will need to continue the existing arrangement or find alternative solutions within the capital. This is a significant setback for state officials who viewed the new building as a key infrastructure priority.

The Bigger Picture Behind the Ban

The central government’s rejection likely stems from concerns about Chandigarh’s unique status as a union territory. Chandigarh serves as the capital for both Haryana and Punjab, and any major structural changes require careful consideration of administrative boundaries and resource allocation.

There’s also the practical question of land availability. Chandigarh is carefully planned with limited space for new major construction. Adding a brand new Vidhan Sabha building would require significant changes to the city’s master plan, which isn’t easy to approve.

Political experts point out that the decision reflects the Centre’s cautious approach toward major infrastructure changes in union territories. The MHA typically prioritizes maintaining administrative stability over accommodating individual state requests that could complicate governance structures.

This decision also highlights the ongoing tension between Haryana and Punjab over Chandigarh. Both states have competing interests in the territory, and the Centre’s move suggests it wants to avoid making decisions that might tilt the balance in either direction.

State officials may now explore alternative arrangements, including renovating existing spaces or constructing facilities outside Chandigarh proper. However, any new proposals will face similar scrutiny from the home ministry.

The rejection shows how even ambitious state-level projects can face unexpected roadblocks when union territories are involved. For Haryana, this means the legislative assembly arrangement that’s been in place for decades will likely continue for the foreseeable future.
